Why do you have a initial replication of 2 when you accept a minimum quorum of 1
There is no need to send out 2 copies if a quorum of 1 is enough.

No, this makes no sense. What if two errors, then you still don't have enough tasks. The proper way is to issue one task, and if it errors, then a replacement task is created automatically and issued. This repeats until a valid task is returned. This is the same way it works even if a pair of matching tasks are required. The third task is automatically created only if a task errors out or fails to validate. You don't create surplus tasks in advance.
